DigiLocker भारत सरकार की Digital India पहल के अंतर्गत शुरू की गई एक महत्वपूर्ण डिजिटल सेवा है। इसका उद्देश्य नागरिकों को उनके महत्वपूर्ण सरकारी एवं शैक्षणिक दस्तावेजों की डिजिटल कॉपी सुरक्षित रूप से उपलब्ध कराना, उन्हें कहीं से भी देखने और जरूरत पड़ने पर संबंधित संस्था के साथ साझा करने की सुविधा देना है।
DigiLocker का संचालन Ministry of Electronics & Information Technology (MeitY) के अंतर्गत National e-Governance Division (NeGD) द्वारा किया जाता है। यह एक secure cloud-based platform है, जिसके माध्यम से documents को access, share और verify किया जा सकता है।
आधिकारिक DigiLocker वेबसाइट के अनुसार, अब तक इसके 70 करोड़ से अधिक registered users और 900 करोड़ से अधिक issued documents बताए गए हैं।
1. DigiLocker क्या है?
DigiLocker को आसान भाषा में समझें तो यह आपका Digital Document Wallet है।
जिस प्रकार हम अपने जरूरी कागजात एक फाइल या लॉकर में रखते हैं, उसी प्रकार DigiLocker में आप अपने डिजिटल दस्तावेजों को एक जगह से access कर सकते हैं।
लेकिन DigiLocker की सबसे महत्वपूर्ण विशेषता केवल PDF या फोटो रखने की नहीं है।
इसमें दो प्रकार के दस्तावेजों को समझना बहुत जरूरी है:
1. Issued Documents
ये वे दस्तावेज हैं जो संबंधित सरकारी विभाग या अधिकृत संस्था द्वारा सीधे DigiLocker में उपलब्ध कराए जाते हैं।
उदाहरण के लिए:
Driving Licence
Registration Certificate (RC)
Aadhaar/e-Aadhaar
Educational Certificates
Marksheet
Migration Certificate
अन्य सरकारी प्रमाणपत्र
इन documents का source संबंधित issuing authority होती है।
2. Uploaded Documents
ये वे documents हैं जिन्हें आप स्वयं DigiLocker Drive में upload करते हैं।
उदाहरण:
पुराने certificate की PDF
कोई scanned document
निजी document
कोई अन्य PDF/JPEG/PNG file
इसलिए Issued Document और आपके द्वारा Upload किए गए document को एक जैसा नहीं समझना चाहिए।
DigiLocker के आधिकारिक FAQ के अनुसार, Issued Documents सीधे संबंधित issuer के electronic data source से प्राप्त होते हैं, जबकि uploaded documents उपयोगकर्ता स्वयं upload करता है।
3. DigiLocker कौन चला रहा है?
DigiLocker भारत सरकार की Ministry of Electronics & Information Technology (MeitY) की Digital India पहल है।
इसका संचालन National e-Governance Division (NeGD) से संबंधित है।
इसका उद्देश्य paper-based documents पर निर्भरता कम करना और नागरिकों को trusted digital documents उपलब्ध कराना है।
4. DigiLocker की जरूरत क्यों है?
आज के समय में कई सरकारी सेवाओं, नौकरी, शिक्षा, बैंकिंग, KYC और अन्य कार्यों में documents की आवश्यकता पड़ती है।
ऐसी स्थिति में हर समय original documents लेकर चलना व्यावहारिक नहीं है।
DigiLocker की मदद से:
documents मोबाइल में उपलब्ध रह सकते हैं
कहीं से भी access किया जा सकता है
issued documents को share किया जा सकता है
verification की सुविधा मिलती है
paper copies की आवश्यकता कई परिस्थितियों में कम हो सकती है
सरकारी विभागों और संस्थाओं के साथ digital document exchange किया जा सकता है
DigiLocker स्वयं इसे paperless governance और faster service delivery की दिशा में एक महत्वपूर्ण platform के रूप में प्रस्तुत करता है।
5. DigiLocker में Account कैसे बनाएं?
DigiLocker account बनाने के लिए official DigiLocker website या mobile application का इस्तेमाल करें।
Step 1: DigiLocker खोलें
आधिकारिक वेबसाइट:
DigiLocker की आधिकारिक वेबसाइट
या अपने मोबाइल के official app store से DigiLocker application install करें।
Step 2: Sign Up करें
नया account बनाने के लिए registration प्रक्रिया शुरू करें।
DigiLocker FAQ के अनुसार registration में mobile number या Aadhaar के माध्यम से authentication की सुविधा दी जाती है। OTP verification के बाद security PIN सेट किया जाता है।
Step 3: OTP Verification
आपके registered mobile number पर OTP भेजा जाता है।
OTP डालकर verification पूरा करें।
DigiLocker FAQ के अनुसार OTP की validity 10 मिनट बताई गई है।
Step 4: Security PIN
इसके बाद DigiLocker account के लिए Security PIN सेट किया जाता है।
यह PIN account की सुरक्षा के लिए महत्वपूर्ण है।
अपना OTP या Security PIN किसी दूसरे व्यक्ति को न बताएं।
6. Aadhaar को DigiLocker से link करना जरूरी है?
यह बात बहुत महत्वपूर्ण है।
DigiLocker में केवल account बनाना और Aadhaar-linked/verified account का इस्तेमाल करना अलग बातें हैं।
Aadhaar linking/verification के बाद आपको उन सेवाओं और issued documents तक बेहतर पहुंच मिल सकती है जो authenticated identity से संबंधित हैं।
DigiLocker के आधिकारिक FAQ में Aadhaar linking के लिए Aadhaar में registered mobile number की आवश्यकता से संबंधित निर्देश दिए गए हैं।
इसलिए यदि Aadhaar OTP नहीं आ रहा है, तो पहले यह जांचना जरूरी है कि आपका mobile number Aadhaar में registered है या नहीं।
7. DigiLocker में कौन-कौन से Documents मिल सकते हैं?
DigiLocker में उपलब्ध documents की सूची समय के साथ बढ़ती रहती है और अलग-अलग विभाग इसके साथ integrated होते हैं।
उदाहरण के तौर पर इसमें निम्न प्रकार के documents मिल सकते हैं:
पहचान और सरकारी दस्तावेज
Aadhaar/e-Aadhaar
Driving Licence
Vehicle Registration Certificate (RC)
शिक्षा संबंधी दस्तावेज
Marksheet
Passing Certificate
Migration Certificate
विभिन्न educational certificates
अन्य दस्तावेज
विभिन्न Central Government, State Government और अन्य integrated issuers द्वारा उपलब्ध कराए गए documents।
DigiLocker में Browse Documents section के माध्यम से registered departments और agencies के उपलब्ध issuers देखे जा सकते हैं।
8. Issued Documents क्या होते हैं?
यह DigiLocker का सबसे महत्वपूर्ण हिस्सा है।
जब कोई government department या authorised issuer आपके document को सीधे अपने database से DigiLocker में उपलब्ध कराता है, तो वह Issued Document होता है।
उदाहरण के लिए यदि Transport Department से आपका Driving Licence DigiLocker में fetch होता है, तो वह केवल आपके द्वारा upload की गई licence की फोटो नहीं है।
वह issuing authority के digital record से प्राप्त document होता है।
DigiLocker के अनुसार Issued Documents के साथ URI यानी Uniform Resource Identifier भी जुड़ा होता है।
यह document के source को identify करने में मदद करता है।
9. Uploaded Documents क्या हैं?
Uploaded Documents वे files हैं जिन्हें आप स्वयं DigiLocker में upload करते हैं।
उदाहरण के लिए आपके पास किसी certificate की PDF है और आप उसे DigiLocker Drive में upload कर देते हैं।
यह document आपके द्वारा upload किया गया है।
इसलिए इसे किसी government department द्वारा सीधे issued document समझना सही नहीं होगा।
यही कारण है कि जहां official verification की आवश्यकता हो, वहां संभव हो तो Issued Documents को प्राथमिकता देना बेहतर है।
DigiLocker FAQ के अनुसार upload के लिए PDF, JPEG और PNG file formats स्वीकार किए जाते हैं और maximum allowed file size 10 MB बताई गई है।
10. DigiLocker में Document कैसे Fetch करें?
यदि किसी department ने DigiLocker के साथ integration किया है, तो उसके document को fetch किया जा सकता है।
सामान्य प्रक्रिया:
DigiLocker में Login करें।
Browse Documents पर जाएं।
संबंधित department/issuer चुनें।
उपलब्ध document का प्रकार चुनें।
मांगी गई जानकारी भरें।
आवश्यक authentication पूरा करें।
document fetch करें।
document Issued Documents section में दिखाई देगा।
ध्यान रखें कि हर document हर व्यक्ति के लिए उपलब्ध हो, यह जरूरी नहीं है।
यह संबंधित issuer के database और DigiLocker integration पर निर्भर करता है।
11. Driving Licence DigiLocker में कैसे प्राप्त करें?
DigiLocker का Ministry of Road Transport & Highways (MoRTH) के National Register से integration है।
इससे eligible users अपना digital Driving Licence प्राप्त कर सकते हैं।
सामान्य रूप से:
DigiLocker → Browse/Quick Links → Driving Licence → आवश्यक details → Fetch Document
यदि record National Register में उपलब्ध है और details match करती हैं, तो document Issued Documents में प्राप्त हो सकता है।
DigiLocker के FAQ के अनुसार Driving Licence और RC के लिए Aadhaar name तथा संबंधित record के details का matching महत्वपूर्ण हो सकता है।
12. Vehicle RC DigiLocker में कैसे प्राप्त करें?
Vehicle Registration Certificate भी DigiLocker में उपलब्ध हो सकता है।
इसके लिए:
DigiLocker में Login करें।
संबंधित Transport/MoRTH service चुनें।
Vehicle/RC से संबंधित जानकारी भरें।
आवश्यक details verify करें।
document fetch करें।
सफल होने पर RC Issued Documents में दिखाई देगा।
यदि message आता है कि record available नहीं है, तो इसका अर्थ यह हो सकता है कि संबंधित record National Register में उपलब्ध नहीं है या आपके द्वारा दी गई information issuer database से match नहीं कर रही है।
13. DigiLocker में Aadhaar कैसे देखें?
यदि आपका DigiLocker account Aadhaar से linked है और Aadhaar digital document उपलब्ध है, तो इसे Issued Documents में देखा जा सकता है।
DigiLocker के FAQ के अनुसार DigiLocker में उपलब्ध Digital Aadhaar, UIDAI द्वारा जारी e-Aadhaar के समान digital Aadhaar document है।
14. DigiLocker Document को Share कैसे करें?
DigiLocker का एक बड़ा फायदा document sharing है।
जब कोई संस्था आपके document की मांग करती है, तो जहां सुविधा उपलब्ध हो वहां DigiLocker से document share किया जा सकता है।
इससे बार-बार photocopy देने की जरूरत कम हो सकती है।
DigiLocker का document exchange consent-based architecture पर काम करता है।
अर्थात document sharing में user consent महत्वपूर्ण भूमिका निभाता है।
15. DigiLocker Document Verify कैसे होता है?
DigiLocker ecosystem में documents को verify करने की सुविधा भी है।
Issued documents संबंधित issuing authority से प्राप्त होते हैं और digital signatures/verification mechanisms के माध्यम से उनकी authenticity verify की जा सकती है।
DigiLocker की security architecture के अनुसार issuers द्वारा documents को Digital Signature Certificates (DSC) से digitally sign किया जाता है, जिससे source और document integrity verify करने में सहायता मिलती है।
कुछ documents में QR code के माध्यम से भी verification की सुविधा उपलब्ध हो सकती है।
16. क्या DigiLocker के Documents Original के बराबर हैं?
यह DigiLocker से जुड़ा सबसे महत्वपूर्ण प्रश्न है।
DigiLocker की official information के अनुसार, Issued Documents को applicable legal framework के तहत physical originals के बराबर माना जाता है।
DigiLocker की official website Rule 9A of the Information Technology (Preservation and Retention of Information by Intermediaries Providing Digital Locker Facilities) Rules, 2016 का उल्लेख करती है और बताती है कि issued documents original physical documents के बराबर माने जाते हैं।
लेकिन यहां एक महत्वपूर्ण अंतर समझना जरूरी है:
Issued Document ≠ Self-uploaded Scan
यदि आपने स्वयं किसी original certificate की फोटो या scan upload कर दी है, तो वह केवल इसलिए government-issued digital document नहीं बन जाता।
इसलिए official काम के लिए Issued Document और Uploaded Document के बीच अंतर जरूर समझें।
17. क्या Driving Licence की physical copy हमेशा साथ रखना जरूरी है?
DigiLocker के official FAQ के अनुसार MoRTH के digital Driving Licence और Registration Certificate को legally recognized digital documents के रूप में स्वीकार किए जाने की व्यवस्था है।
Digital DL/RC को DigiLocker के Issued section से प्रस्तुत किया जा सकता है और authenticity verification की व्यवस्था भी है।
फिर भी practical advice यह है कि यात्रा से पहले अपने phone की battery, network और DigiLocker login access सुनिश्चित रखें।
18. DigiLocker कितना सुरक्षित है?
DigiLocker में documents महत्वपूर्ण और संवेदनशील हो सकते हैं, इसलिए security बहुत महत्वपूर्ण है।
Official DigiLocker security information के अनुसार platform में:
Two-Factor Authentication
Encryption
Access Rights Management
Time-stamping
Audit/Activity logs
Digital signatures
Real-time verification
जैसी security mechanisms का इस्तेमाल किया जाता है।
DigiLocker के Terms में Information Security Management System के लिए ISO/IEC 27001:2022 का भी उल्लेख है।
19. DigiLocker में Privacy कैसे काम करती है?
DigiLocker की privacy policy और Terms के अनुसार platform को privacy-focused digital document service के रूप में संचालित किया जाता है।
Documents share करने में user consent महत्वपूर्ण है।
DigiLocker Terms में यह भी कहा गया है कि users अपने द्वारा uploaded/stored/shared content के ownership rights बनाए रखते हैं।
फिर भी user को अपनी तरफ से सावधानी रखनी चाहिए।
कभी भी:
OTP किसी को न बताएं।
Security PIN share न करें।
अनजान व्यक्ति के mobile में DigiLocker login न करें।
Unknown links पर Aadhaar/DigiLocker details न डालें।
किसी अनजान व्यक्ति को document unnecessarily share न करें।
अपना phone unlocked अवस्था में दूसरे को न दें।
20. DigiLocker का Activity Section क्या है?
DigiLocker में Activity section भी उपलब्ध है।
इसमें account पर किए गए विभिन्न activities का record देखा जा सकता है।
उदाहरण:
Document upload
Document download
Document share
अन्य account activities
DigiLocker FAQ के अनुसार Activity section account activities का log रखता है।
यह security के दृष्टिकोण से भी उपयोगी है।
यदि आपको किसी activity पर संदेह हो तो Activity section में उसे जांचना चाहिए।
21. Mobile खो जाए तो क्या होगा?
यदि आपका mobile खो जाता है तो सबसे पहले अपने mobile number/SIM की security सुनिश्चित करें।
DigiLocker account में Aadhaar-based login/recovery की सुविधाएं उपलब्ध हो सकती हैं।
Official FAQ के अनुसार registered mobile खो जाने की स्थिति में Aadhaar OTP के माध्यम से login करके नया mobile number update करने की प्रक्रिया उपलब्ध है, बशर्ते Aadhaar में registered mobile access में हो।
इसलिए Aadhaar में सही mobile number रखना बहुत महत्वपूर्ण है।
22. DigiLocker Security PIN भूल जाएं तो क्या करें?
यदि Security PIN भूल गए हैं तो DigiLocker में Forgot Security PIN option का इस्तेमाल किया जा सकता है।
Official FAQ के अनुसार Aadhaar number और Date of Birth के माध्यम से recovery process शुरू की जा सकती है तथा Aadhaar OTP से verification के बाद नया Security PIN बनाया जा सकता है।
23. DigiLocker का Mobile Number बदलना हो तो?
यदि आपके पास पुराना account है और registered mobile number बदलना है, तो account profile में उपलब्ध update option का इस्तेमाल किया जा सकता है।
यदि पुराना mobile number उपलब्ध नहीं है, तो Aadhaar OTP-based recovery प्रक्रिया का उपयोग किया जा सकता है, जैसा कि DigiLocker के official FAQ में बताया गया है।
24. Aadhaar में Mobile Number नहीं है तो?
Aadhaar-linked services के लिए Aadhaar में registered mobile number महत्वपूर्ण है।
यदि Aadhaar में mobile number update नहीं है, तो UIDAI के निर्धारित माध्यम से mobile number update करवाना पड़ सकता है।
DigiLocker FAQ भी Aadhaar linking से संबंधित समस्या में Aadhaar-registered mobile की जांच करने की सलाह देता है।
25. DigiLocker में नाम या Date of Birth गलत है तो?
यदि Aadhaar-based profile information दिखाई दे रही है और उसमें नाम/Date of Birth गलत है, तो DigiLocker से सीधे Aadhaar database में बदलाव नहीं किया जा सकता।
DigiLocker FAQ के अनुसार Aadhaar से प्राप्त profile information display के लिए fetch होती है। Aadhaar data में correction के लिए UIDAI की प्रक्रिया का पालन करना होता है।
इसलिए:
पहले Aadhaar में correction → फिर DigiLocker में updated information प्राप्त करें।
26. DigiLocker में Document नहीं मिल रहा है तो क्या करें?
यदि कोई document दिखाई नहीं दे रहा है, तो इसके कई कारण हो सकते हैं:
संभावित कारण
संबंधित issuer DigiLocker से integrated नहीं है।
issuer database में record उपलब्ध नहीं है।
आपके द्वारा दी गई details गलत हैं।
नाम/Date of Birth mismatch है।
document number गलत है।
पुराना record अभी digital database में उपलब्ध नहीं है।
technical problem हो सकती है।
ऐसी स्थिति में पहले details दोबारा जांचें।
यदि फिर भी समस्या रहे तो संबंधित issuing authority से संपर्क करना अधिक उचित है।
27. DigiLocker और Google Drive में अंतर
दोनों में documents रखे जा सकते हैं, लेकिन दोनों का उद्देश्य अलग है।
Google Drive जैसे सामान्य cloud storage में
आप अपनी files upload करके store करते हैं।
DigiLocker में
इसके अलावा government/authorised issuers से सीधे प्राप्त Issued Documents और उनका verification ecosystem उपलब्ध है।
इसलिए DigiLocker केवल सामान्य cloud storage नहीं है।
28. DigiLocker और Physical Documents में अंतर
Physical document:
कागज पर होता है
खो सकता है
खराब हो सकता है
photocopy की जरूरत पड़ सकती है
DigiLocker:
digital access देता है
mobile से उपलब्ध हो सकता है
issued documents को share/verify करने की सुविधा देता है
paperless services में मदद करता है
हालांकि practical situations में जहां किसी संस्था ने विशेष physical format की मांग की हो, वहां उसकी specific requirement देखना जरूरी है।
29. DigiLocker और mParivahan में क्या अंतर है?
दोनों सरकारी digital ecosystems हैं लेकिन उनका focus अलग है।
DigiLocker एक व्यापक digital document wallet है जिसमें विभिन्न departments और issuers के documents उपलब्ध हो सकते हैं।
mParivahan मुख्य रूप से transport-related services और vehicle/Driving Licence information से संबंधित है।
Transport documents दोनों ecosystems में उपलब्ध होने के कारण लोगों को अक्सर दोनों में भ्रम होता है।
30. DigiLocker में Document Download करना और Issued Document रखना
जब आप Issued Document प्राप्त करते हैं, तो DigiLocker में उसका digital record/URI उपलब्ध रहता है।
जरूरत पड़ने पर document को view या उपलब्ध विकल्पों के अनुसार download/share किया जा सकता है।
लेकिन केवल PDF डाउनलोड कर लेना और document के source को समझना अलग बातें हैं।
Official verification के लिए document के issuer और verification mechanism को ध्यान में रखना चाहिए।
31. क्या DigiLocker में Documents हमेशा सुरक्षित रहते हैं?
कोई भी online service 100% risk-free मानना सही नहीं है।
DigiLocker में मजबूत security architecture है, लेकिन user की security practices भी उतनी ही महत्वपूर्ण हैं।
अपनी सुरक्षा के लिए:
Strong Security PIN रखें।
OTP किसी को न बताएं।
Phone पर screen lock रखें।
Official DigiLocker app/website का ही उपयोग करें।
Unknown APK install न करें।
Fake DigiLocker websites से सावधान रहें।
Public Wi-Fi पर sensitive account activity से बचें।
जरूरत न होने पर documents share न करें।
32. DigiLocker के नाम पर होने वाली धोखाधड़ी से कैसे बचें?
Cyber fraud में अपराधी सरकारी service का नाम इस्तेमाल कर सकते हैं।
उदाहरण के लिए:
“आपका DigiLocker बंद होने वाला है।”
“आपका Aadhaar verify नहीं हुआ है।”
“यह link खोलकर DigiLocker update करें।”
ऐसे messages पर तुरंत भरोसा न करें।
किसी भी link पर click करने से पहले website का domain check करें।
DigiLocker के लिए official website:

OTP, Security PIN या अन्य confidential information किसी व्यक्ति को फोन पर न बताएं।
33. क्या DigiLocker के लिए कोई शुल्क है?
DigiLocker की core document access service नागरिकों के लिए सरकारी digital service के रूप में उपलब्ध है।
DigiLocker Terms में issued documents तक access के लिए NeGD द्वारा fee न लेने का उल्लेख किया गया है।
यदि कोई व्यक्ति DigiLocker document प्राप्त करने के नाम पर आपसे OTP या अनधिकृत payment मांगता है, तो सावधान रहें।
34. DigiLocker में Login कैसे करें?
DigiLocker FAQ के अनुसार अब username याद रखना अनिवार्य नहीं है।
आप mobile number या Aadhaar के माध्यम से login प्रक्रिया पूरी कर सकते हैं।
इसलिए यदि आपको पुराना username याद नहीं है तो घबराने की जरूरत नहीं है।
35. DigiLocker में कितने Account बनाए जा सकते हैं?
DigiLocker FAQ के अनुसार एक mobile number के साथ account संबंधी कुछ restrictions हैं।
यदि account Aadhaar से linked नहीं है तो एक mobile number से एक account की सीमा लागू होती है; Aadhaar linking के बाद अलग account scenarios उपलब्ध हो सकते हैं।
इसलिए बार-बार नया account बनाने के बजाय पहले पुराने account को recover करने का प्रयास करना बेहतर है।
36. DigiLocker में कौन-कौन से Sections होते हैं?

37. DigiLocker का सबसे बड़ा फायदा क्या है?
DigiLocker का सबसे बड़ा फायदा यह है कि यह केवल documents को रखने की सुविधा नहीं देता, बल्कि trusted digital document ecosystem तैयार करता है।
एक तरफ issuer document उपलब्ध कराता है।
दूसरी तरफ citizen उसे access/share करता है।
और जरूरत पड़ने पर authorised requester/verifier document की authenticity verify कर सकता है।
इससे paper-based verification की जरूरत कम करने में मदद मिलती है।
38. DigiLocker किन लोगों के लिए उपयोगी है?
DigiLocker लगभग हर नागरिक के लिए उपयोगी हो सकता है।
विशेष रूप से:
Students

Employees
Retired persons
Vehicle owners
Driving Licence holders
Government service users
बैंकिंग/KYC users
Education certificate holders
के लिए यह काफी उपयोगी digital सुविधा है।
39. Senior Citizens के लिए DigiLocker क्यों उपयोगी है?
Senior citizens के लिए documents को सुरक्षित और आसानी से उपलब्ध रखना विशेष रूप से उपयोगी हो सकता है।
उन्हें बार-बार:
certificates
identity documents
pension-related documents
educational records
vehicle documents
की physical copies लेकर घूमने की जरूरत कम हो सकती है।
हालांकि family members को OTP/PIN देने के बजाय जरूरत पड़ने पर user की मौजूदगी में ही सहायता करना बेहतर है।
40. DigiLocker इस्तेमाल करते समय 10 महत्वपूर्ण सावधानियां
1. केवल official DigiLocker website/app का इस्तेमाल करें।
2. OTP किसी को न बताएं।
3. Security PIN share न करें।
4. Aadhaar number अनावश्यक जगह न दें।

41. DigiLocker की कुछ महत्वपूर्ण सीमाएं
DigiLocker बहुत उपयोगी है, लेकिन इसे हर समस्या का समाधान नहीं समझना चाहिए।
हर department या संस्था DigiLocker पर उपलब्ध हो, यह जरूरी नहीं है।
हर पुराना document digital database में उपलब्ध हो, यह भी जरूरी नहीं है।
और यदि कोई संस्था किसी particular process में अतिरिक्त document या specific format मांगती है, तो उसकी requirement का पालन करना पड़ सकता है।
